Резолюции законодательных собраний Кентукки и Вирджинии 1798 и 1799 в ответ на принятие Конгрессом США, который контролировался федералистами [Federalists], Законов об иностранцах и подстрекательстве к мятежу [Alien and Sedition Acts]. В резолюции законодателей Кентукки [Kentucky Resolution], составленной Т. Джефферсоном [Jefferson, Thomas], отмечалось, что деятельность федерального правительства основывается на договоре между штатами [interstate compact], и если это правительство присваивает себе полномочия, не делегированные ему штатами, то штаты могут объявлять неконституционными его действия, основанные на таких полномочиях. В резолюции Вирджинии [Virginia Resolution], составленной Дж. Мэдисоном [Madison, James], эта же идея выражена в более дипломатичной форме: она касалась прежде всего прав и свобод личности. Дж. Кэлхун [Calhoun, John Caldwell] и другие лидеры южных штатов интерпретировали эти резолюции как основу доктрин нуллификации [Nullification Crisis] и сецессии [Secession]
